Char Boulch’s journey in healthcare began humbly—as a patient access clerk, greeting people at the front lines of care. Inspired by her mother and grandmother, both nurses, she took a leap into nursing herself.
Today, Boulch leads Saline Memorial Hospital as its CEO, bringing over 22 years of healthcare experience—eight of them in executive leadership. What sets her apart isn’t just her experience, but the way she leads: with heart, collaboration and an unwavering focus on patients and staff alike. Having started her career on the front lines of care, she understands the realities of healthcare on a deeply personal level. Her clinical background is at the core of every decision she makes, ensuring that quality and compassion drive the hospital’s mission forward.
Before stepping into the role of CEO, Boulch served as the hospital’s chief nursing officer (CNO), guiding efforts to strengthen patient safety, enhance hospital efficiency, and empower healthcare teams. Under her leadership, Saline Memorial made significant strides in reducing preventable harm, improving inpatient and acute rehabilitation admissions, and elevating patient experience scores. She is an advocate for the people behind the scrubs—the nurses, technicians, and staff who make extraordinary care possible every day.
As CEO, Boulch remains steadfast in her commitment to expanding key services, strengthening community partnerships, and ensuring that Saline Memorial continues to be a trusted place of healing. She believes that a great hospital isn’t just measured by its outcomes, but by the culture it fosters—the kind that makes patients feel safe, and caregivers feel valued.

Amy Rice
Chief Financial Officer
Saline Health System welcomed Amy Rice as its new chief financial officer on Dec. 1, 2025.
Rice has more than 20 years of healthcare financial executive leadership experience, including serving as chief financial officer for Northwest Medical Center - Bentonville and Siloam Springs Regional Hospital since 2021. Prior to that, she served as chief financial officer at Helena Regional Medical Center from 2005 to 2021, where she also served as CEO concurrently from 2018 to 2021.
As chief financial officer at Northwest Health - Bentonville and Siloam Springs Regional Hospital, Rice played a pivotal role in expense reduction initiatives, producing $7.4 million in savings. She also led a comprehensive review of hospital billing practices that resulted in an additional $2.8 million in net revenue.
Jackie Wilkerson

Saline Health System appointed Jackie Wilkerson as chief nursing officer effective April 21, 2025.
Wilkerson, a registered nurse, has 23 years of experience in healthcare leadership roles, including associate chief nursing officer at HCA Tristar Centennial Medical Center, associate administrator at Saline Health System and market chief nursing officer at Sovah Health.
Wilkerson holds a Master of Business Administration in Healthcare Management from Harding University in Searcy, a Bachelor of Science in Nursing from the University of Memphis in Memphis, Tennessee, and a Bachelor of Arts in Business Education from Harding University.
